library cgi のページにある「フォームフィールドの値をファイルに保存する」の項は何のためにあるのかよく分かりません。

これは CGI と直接にはあまり関係ないのではないでしょうか。しかも挙がっているスクリプト例だと，
リクエストのたびに db["params"] が上書きされ，例として非現実的な気がします。
